Meet the Education Savings Director

Scott Gates, Director for Learning Quest 529 Savings ProgramScott Gates serves the citizens of Kansas as Director for the Learning Quest® 529 Education Savings Program and as the agency's General Counsel. Gates is charged with overseeing the program’s daily operations, which encompasses over 216,000 accounts with over $5.7 billion in assets

Prior to joining the Treasurer's Office in 2005, Gates worked as a Staff Attorney for the Kansas Department of Administration for 12 years and served as a Research Attorney for the Kansas Court of Appeals for two years.

Gates is a native Kansan and a graduate of Sumner Academy in Kansas City, Kansas, The University of Kansas and the University Of Kansas School of Law in 1991. He and his wife, Kathleen, live in Lawrence with their two sons, Michael and David. He has been a Learning Quest account holder since 2001. Scott serves as a volunteer for his sons' Boy Scout troop and helps administer scouting programs at the district level serving Douglas County.
